ICMLPO: Final declaration of the XXVIII International Seminar, Problems of the Revolution in Latin America
Declaration of the International Conference of Marxist-Leninist Parties and Organizations (ICMLPO/CIPOML) | Aug. 3, 2024 | Quito, Ecuador | Translated for the Red Phoenix by Camilo Lazo–
Against genocide and imperialist war
A little more than thirty years have passed since the so-called Cold War came to an end, and the world is experiencing a conflict-ridden moment due to the exacerbation of contradictions between the imperialist powers, who continue to fan the danger of a new world conflagration. The seriousness of the current scenario is due to the depth and breadth of the problems that arise, to the forces and factors that act on the world stage, and to the serious implications that, in the future, can increase the current problems. But, at the same time, it is a period in which there is a rise in the struggle and rebellion of the workers, youth, women, peasants, peoples, and indigenous people, who –facing the governments’ anti-popular plans– demand their rights and condemn authoritarian and warmongering policies.
We live in a period in which the fundamental contradictions of the time are intensified. That is, the contradictions that confront the different imperialist countries against each other; that pit the dominant classes against the dominated classes; and that occur between oppressor countries and oppressed peoples and nations.
Inter-imperialist disputes are expressed throughout the planet, and the dependent countries are their main victims. In order to control markets and zones of influence, the imperialist powers strengthen existing blocs, build others, and produce new re-groupings according to the particular interests of those who make them up. In the course of the intensification of the struggles between the imperialist countries and powers, which occur due to the protecting or expanding control of markets and areas of influence, it is the peoples who pay the most serious consequences.
The genocide of which the Palestinian people are victims is a lacerating example. In the name of fighting an alleged terrorist action, Israeli Zionism and American imperialism seek to affirm their positions in an area—the Middle East—of enormous strategic value due to its geographical location and for the enormous riches that its soil contains. That’s why their threats and cannons also point towards other countries in the region. The tens of thousands of lives claimed in Gaza by the Zionist troops of the bloodthirsty Netanyahu, the hundreds of thousands of wounded and expelled from their homes, are worth very little in the economic and material calculations of the millionaires.
For them it means lording it over the region.
In addition to the fascist Netanyahu and American imperialism, the governments of the countries of the European Union, Canada, Australia, the United Kingdom and all those who have opposed and do oppose an immediate cessation to the criminal invasion, must answer for the genocide being committed in Gaza. This is equivalent to giving the green light for the massacre to continue in Palestine. States that maintain commercial relations with Israel are also complicit. The people of the world raise their voices in condemnation of the genocide in Gaza, demanding an end to it and for the Israeli army to leave Palestinian territory! Netanyahu is a criminal; he must be imprisoned! The Palestinian people have the right to their self-determination, to their own State! We call on the workers, the youth, women to uphold and expand solidarity with the Palestinian people!
More than fifty armed conflicts are currently taking place in different parts of the planet. Behind these, foreign interests are at play, fueled by cliques that respond to designs of the imperialist powers.
Of all localized wars, the one that has focused the most attention due to its geostrategic implications, and due to the actors involved, is that taking place in Ukraine, where the Russian invasion has lasted for more than two years. This is where medium- and long-term interests are at stake. The interests of Russian imperialism, on the one hand, and, on the other hand, the interests of American imperialism and its NATO and European Union allies. In this inter-imperialist struggle, the people and the youth of Ukraine are the main victims, and we express our solidarity with them.
The people do not want wars of aggression, nor armed conflict used to settle disputes between the interests of monopolistic groups and capitalist-imperialist states. The workers, the youth and people condemn these wars, they seek peace, a peaceful solution to conflicts. We demand a ceasefire in Ukraine, the withdrawal of Russian troops and the end to intervention of all kinds from the US and NATO!
Another hot spot, where serious outcomes could occur, is the Sea of China area (through which 60% of world trade passes) and Southeast Asia. There are not only the problems between China and Taiwan, there is the dispute between Yankee imperialism, Japanese imperialism, and Chinese imperialism to control the region.
In other parts of the planet there are people who push for just wars, liberation struggles, and actions that seek to put an end to colonial and imperialist domination and oppression. The struggles of the people of Saharawi, of the Yemeni people, of the Puerto Rican people, of the Kurdish people and of the Palestinians are examples of this. We are together with all the peoples who fight for the right to their self-determination, for their independence, for national emancipation!
In today’s world, the source of wars of aggression is imperialist capitalism. As long as this exists, these conflicts and the danger of a generalized war will persist. To achieve peace we must put an end to the causes that generate reactionary violence, we must put an end to the regime of exploitation and oppression in which we live, we must bring to victory the triumph of the workers and popular revolution in each of our countries to build a new civilization.
That civilization is that of the workers and peasants in power, that of popular power, that of socialism and communism.
